If the images of this stretch of road I've seen are up to date, I don't see any private road controlled by signals or signage, meaning they would generally all have to yield to the highway. So how exactly did the truck driver here manage to pull into the path of a passing van? Was the driver just not paying attention?

Was there some reason they thought they had enough time to turn? Was there some obstruction to visibility at this particular driveway? Was the truck driver someone well trained and properly qualified, or could this be a situation like one I had not long ago involving a poorly trained driver who shouldn't have been behind the wheel of a commercial truck?

There are simply too many possibilities to rely on police reports alone. Even if they came out tomorrow and blamed the truck driver, that doesn't do much to address the possibility of their employer contributing to the crash, mechanical issues making the crash more severe, or perhaps even negligent road design that forces vehicles to be in danger when they shouldn't have to be.

Right now, there's a family out there grieving the loss of their loved one. They deserve to know they're getting the full story. Maybe this is all just some reckless truck driver, or maybe this is some highly unusual situation that neither driver could have foreseen or prevented.

The priority right now should simply be to get as much information as possible in the hands of the victim's loved ones.
